It's a bit hard to understand without any sample document or at least screenshot (see: How to attach a document here).
First, check the anchoring of the pics. Anchoring To character is the most robust and will prevent weird moves for the text and pics.
If you have used right/left page styles, Writer add blank pages when necessary so that right pages are odd and left pages are even.
