Highlight all the cells you want to affect and notice which cell the cursor ends up in. Let's say you highlight C2:C25 by dragging down from C2 so that the cursor ends up in C25. Select the menu Format -> Conditional Formatting. Set up your formulas as appropriate for C25 using relative references. For example, one formula will be C25 < B25. When you click OK, the conditional formatting will be applied to all the cells using the appropriate formula in each row.
