Your string is in a nonstandard form. It contains in two single quotes before the N. Normally seconds would be indicated by a double quote. All attempts to find a double quote in your string will fail.Given the following decimal minutes seconds string: 48°39'25''N in cell A1.
Perhaps you can use a method like this. I provide methods for the nonstandard form (row 2) and the standard form (row 3). The formulas in E2 and E3 are different.What I am interested in doing ultimately is stripping off the secondes from the string so that I can convert the geographical marker to a different format.
