This is an optimization problem, specifically Integer Programming. Calc was not designed to solve that type of problem. You could try Tools → Solver, however I don't think that feature can provide solutions for this situation. Also, Solver will always want to find the best solution, but you want random, slightly sub-optimal solutions too. You could order the songs randomly using section E of the tutorial below, use a column to get the running total, and use a filter to display only rows where the total is less than the goal. Data → Filter is not dynamic; reapply the filter if you change the set order. If you need any additional assistance with randomization attach a spreadsheet demonstrating the situation (remove confidential information then use Post Reply, not Quick Reply, and don't attach a picture instead of the spreadsheet itself).
