It takes some time before it is released from memory. I think it's a strategy to speed up the next launch if it occurs within a certain amount of time.
Do you have the quickstarter enabled? If so, switch it off (not sure it is still part of AOO in recent releases).
The option is deactivated. OpenOffice does not open on Windows startup. The problem occurs when I start the program and then close it. OpenOffice gets stuck on the Taskbar.Try going to Tools -> Options, expand the OpenOffice list on the left, select Memory. Turn off the option "Load OpenOffice during system start-up". You can stop the running OpenOffice process by ending the Quickstarter process among the hidden icons in your system tray (if Windows 11 still calls it that) or kill the soffice process in Task Manager.

As far as I am aware if you are using the Quick Starter then soffice.bin or soffice.exe will still run in the background even after you 'seemingly' exit OpenOffice.
