Writer • No links in the Table of Contents

I'm using Open Office 4.1.5, now on Windows 11 (sorry, my signature is wrong). I've been using this tool for years, and creating Tables of Contents by using the Heading 1 (for text labels) and Heading 2 (for dates). I have documents back to 2008 with linked TOCs, but the document I started in early 2024 has a TOC that has no links at all. I've looked at some of the "how to" entries for linked TOCs and they aren't working. I don't think my problem is Windows 11 because I only upgraded a week or so ago, and I started the document in February (which was also an earlier version of Open Office).

Do I really have to edit the TOC and make manual changes to all the entries? It looks like the default TOC in 4.1.5 isn't linked, and I'd swear that came linked in earlier versions.

What I'm not doing is calling the entries Heading 1 and Heading 2 - they have those text formats but they have useful names. Can anyone suggest how I get a TOC with links to my entries?
