MS Windows • Install Wizard does not pop up

Hi
The circumstances: My computer is real wonky and I'm on the waiting list for a steam-cleaning from WHATTHETECH.
Writer has become unusable---can't navigate in a document; can't save; can't type or paste except with long waiting for something to respond.
Thought re-installation might fix it. (I'm being impatient!)

Downloaded, unpacked; no Install wizard.
Ss here I sit. (I should wait for WTT, but being without word processing is crippling.)

Thoughts-helo-advice?
