As far as I know, documents open to the size they were at when they were closed and there is no way to change that behavior. Maybe someone else knows a solution.
For navigating among sheets, there are at least two approaches. One is to change the size of the area available for displaying the tabs. There should be a horizontal slider next to the tabs that allows you to move through the columns. The divider between that slider and the tabs can be dragged to dedicate more or less room to the tabs. Also, you can use the Navigator to select tabs. The Sidebar (menu item View -> Sidebar) can display the Navigator when you click on the icon that looks like a compass. Expand the list of sheets and double click on a sheet name to display that sheet. The Navigator is also available as a floating window through the menu item View -> Navigator
